What government says and then does is usually two different things. State Fish & Game says they want to encourage hunting and then they throw up every barrier they can to stop you. No out of state OTC for 2023!

They just limited them. Don't worry they screwed us residents just as bad by putting season quotas per unit. Units I would have hunted in the rut this year closed in Aug and wont open till Aug of 2023!!!!! Pretty Shitty in my opinion.
