Edited. Kaon if you read this, there’s a simple solution to flame fist Liu. Pick tempest(or other Lao variation). Every option Liu has on block after windmill punches including low fireball, excluding armor and parry, gets blown up by Lao meteless Spin done as reversal(block the windmill standing for easier execution). Best solution so far. If you feel like baiting armor you either jump out of windmill (only forward) and dive kick punish exdb2, or you have your ex-tp to be totally safe.

In terms of match up kotal usually Beats out jax due to better mixes and plus frames over jax. But against maybe heavy weapons or even pumped up jax can usually win against kotal.
