We call those "tornadic waterspouts". It was still technically a waterspout, but one that formed from a mesocyclone complex.

That was a good video for sure and I live in southern WV but I've always said tornadoes can happen in steep terrain and Hilly areas even when a lot of people will argue that a tornado can't survive in Hill Country but after I seen the 2012 East Kentucky tornadoes that were just devastating, I knew then a tornado can make it anywhere it chooses to go but we're sending prayers to the people in Indiana and Ohio because that storm system really got by some of the best people and meteorology yesterday

You're right they definitely can, but if you check out a tornado history map like tornadoarchives you can see WV has far less than KY TN etc and the east parts of those two states are lesser than the central and west even. Pretty much they can happen anywhere but far less common west of the Rockies and far more common east of them, and then a bit less near the peak Appalachia territories and picking up again in numbers towards the eastern seaboard. I freaking love that archives website map lol. California has had a tornado in terrain above 10-11k feet elevation actually so there goes the hilly argument automaticall (and then there was that somewhat recent video of a tornado on top of some mountains in Montana).

I used to install carpet in madison indiana. Homes, business, marina yacts,house boats,military housing, lived outside of austin,& scottsburg, lnd.in the 60,s & 7o,s beautiful country back then,my dad saw all of cassich clay,s golden gloves boxing fights & said at the time he would be the HEAVY WEIGHT CHAMPION OF THE WORLD, MOHAMMED ALI . alot of memories for this old 84 yr. Not that I'm saying it's a smart thing to do, it's not, but a tornado like this is relatively safe to watch and film. It's daylight, not rain wrapped, not obstructed by mountains, perfectly visible and pretty far away. If it starts moving toward you you'll have plenty of time to take shelter.

Before the storm: "Look hon', it's a tornado!" and proceed to record it for 30 minutes. AFTER the storm: "We barely had time to get to safety...it happened so FAST!!!" 🤣🤣🤣 EVERYONE please be safe out there!! I joke about it when I KNOW that I would prob be doing the SAME thing...depending on how far away it is.

I was watching the news when it happened, and I live roughly 20 minutes from there. It's not easy knowing that there is a tornado on the ground when there's people you know there, let alone being about 15 minutes from the Henryville tornado. Does its travel on water, though, make it briefly a waterspout?
