Development is BROKEN in FM 24

I think the resson SI are so vague and unclear about the inner game mechanics (development and others) is because of how actually unrefined and broken they are

For all years of FM-ing, I always dissapointed when brought in potential youngster, never they reach peak ability. I prefer bringing in older cheap 30+ player or buy one or two expensive player in their peak at mature age.

Maybe the case is shittone of 1-10 CA 10-30 PA players spawning all over the place when there are almost no real players with such a low stats. Its feels wrong, finding good regens feels much easier than finding good real young players and the top50 Players CA/PA tends to get better as the regens start to kick in

The jump between real players and regens could be due to SI giving generally good or neutral personalities to real players? Regens personalities seem to be correctly randomised

regen personality arent comlpetely randomised they are affected by the personality type of the head of youth development and youth staff of the club they spawn in
