Mam why in male the urethra and genital tubercle have same opening whereas in female how the pelvic and phallic part of urogenital sinus differentiate to form urethra and vagina seperately

Why specifically a cruciate incision? Is there a cause?

Cruciate because the edges of the incision have to be flipped over meaning overturned and stitched so that the cut ends do not close back again… cruciate because it will create a wider opening… try giving a Cruciate incision over a piece of paper and compare with a straight incision!
