Shimano really isn't a "plans" guy as much as he thinks he is, Kazama said it himself in Yakuza 1, his endgames aren't great even if things somehow work out how he expected them to for the most part

I just finished playing 0 last week. So many shit that happen in Majima's story can be avoided if Shimano just goes "so there is this blind girl in Sotenbori that holds a vital plot of land in Kamurocho, l want you to bring her safely to our HQ" instead of giving so many vague and roundabout orders.
