DHCP is not limited to private IP addresses.

You do not only use DHCP on private networks. For example at your home network, you would want your DHCP to give you a public IP so you can connect to the internet. Or, a free wifi in the mall should give you a public ip for the same reason. I know it's a old comment, but figured others can find it helpful.
