There’s an alternate interpretation of this myth, where Athena knew Poseidon would be angered if she didn’t “punish” Medusa, so to protect her from future attempts to assault her, she gave her the power to turn men to stone. Athena, after her death, was so saddened that it just made her a target, that she put her head on her shield to inflict her wrath on men. This is why some women’s abuse shelters have Medusa’s head as an emblem.

For anyone wondering, this is not the original version of the myth, and is fairly recent, having first been written by Ovid in his Metamorphoses. The thing is, Ovid had a tree sized chip on his shoulder after being exiled by Augustus. He had a grudge against authority figures, and maybe Athena/Minerva in particular, as I’m pretty sure he also wrote the version of Arachne where she’s super petty. In earlier myths Medusa was born a gorgon, along with her sisters Stheno and Euryale.
