Another good reference might be John Goodman voicing the lawyer in the bee movie. If the poe poe persona is also southern I’d go with sheriff Beaufort T Justice from Smokey and the bandit. “There is no way, NO way that you came from my loins. The first thing I'm gonna do when I get home is punch your momma in the mouth.” The lawyer accent is more eastern southern whereas the county mounty is from Texas. The accents are different.

It's unrelated to the permits, but checking for unintentional mob farms is surely a matter for the POE to enforce. This is almost exclusively a Scar problem.

If you want to write up Doc for more than one charge, you could prosecute him for: Willful Infliction of Emotional Damages, Willful and Unlawful Destruction of Another's Property, Attempted Intimidation of a Business Owner, Animal Cruelty, First Degree Swine Murder, and Butchering Pork Without a Permit. If he attempts to plead innocent rather than guilty, you could add Lying Under Oath, Deceiving the Court, and Filing a Defense Under False Pretenses. The more things the merrier-if you aim high with the accusations, they'll run out of energy disputing them all.

Umm, I don't mean to be that guy, but I've seen plenty of houses and lobbies of larger buildings with living walls or ceilings. Initially the staff like them, until it inevitably becomes their responsibility to maintain them. Asides from watering they attract heaps of dust that very quickly becomes unsightly, and corporate really don't like that as a first image.
