In some places they do charge them. I was watching true documentary on women who were sexuallt assaulted and when they told the police, they were tricked into saying they were not by submission it fake evidence and then they arrested these women who were in fact victims. One had gotten a lawyer years later and gotten her conviction overturned. The police department refused to comment. They were more focused on closing cases than assisting these women. So it exists. Just hope that it applies only to the ones who actually made false claims.
