A thought: Pirates didn't bury treasure, but Privateers might have. When a Privateer sailed into harbor, the nation they fought for got a certain amount of their treasure. If it was written as something like "Half of all gold over a thousand" then if they have to make multiple trips to the harbor it would make sense to bring in only a thousand gold, leave the rest hidden elsewhere (because ship would be searched), and go get it for the next trip. Income tax evasion.

I could also see it as a payment strategy between pirates who didn't trust each other: Bury the payment someplace, and at time of payment exchange the map.

@@wholelifeahead Indeed. Plus, at the time the ammo crates carrying fresh supplies of Martini Henry rifle cartridges were fitted with lids screwed down with copper plating. Beneath the lids was also a layer of tin plating, used to keep the ammo dry. The troops lacked enough screw drivers, and adequate cutting tools to break into the crates. The 95th rifle regiment fighting in the Peninsula Wars, experienced similar problems regards the supply and access of rifle ammunition.
