i agree with you on the distraction theory. although, additionally, i also like to think he required Wu’s knowledge on the Golden Weapons. i know Techno Wu doesn’t really even speak, but maybe the partial use of the implants (that just disappear?!) was to look into his brain to get more information on how the Overlord could best utilize the Golden Weapons for his victory. i could be incorrect/unclear/misremembering details; as i haven’t seen Rebooted in a hot minute, though. edit: it’s good to see a theory video of yours on my feed again lol.
