In mid 14th century the number of ,Kurfürsten' electors was reduced to seven, in late 17th century nine men. And Karl V, elected in 1519, was the last one who traveled to Rome. During middleage, after the elections there had often been a king and an opposite king and a lot of civil war in Germany. After 1500 the electors only voted for Habsburg men, but in 1740 some electors voted for the ,Kürfürst von Bayern (Bavaria) and this caused trouble.

Richard of Cornwall (brother of King Henry III of England) was one of the contestants during the interregnum 1254-1273, but like the others he couldn't quite grasp nor keep power over the HRE. It was only Rudolf of Habsburg, elected in 1273 bcs he seemed weak and controllable, who laid the groundwork for the centuries-long domination of the Habsburg family.

Im not saying i don't see Austria as a German nation in any capacity, but there is a big difference between Austria and a form of a half, United Germany which during this time West Germany and East Germany were. essentially those two Germanys were, well, both Germany. Theres a reason we call it German *reunification*.

My point is that an Independent Austria is different than a sovereign half of Germany that also goes by the name Germany. I know east Germany eventually unified with west to recreate a united Germany, but the west was still seprate from the whole of Germany like wise as the east, but both were sovereign Germanys, Unlike Austria which was just austria and not a unified collection of completely different German states.
