Sir in RA only Two party can participate whose bid prices are the same. Suppose if you have received 5 bids & then open the financial bid & two party became L1 because of the same price. These two party can participate in the RA not 5 bids.

Sir thanks for the contents. As you brought out that in Bidding, after Tech eval, L1 is selected and AOC is given. Its mean that rates of various sellers are open to buyer. In RA, after Tech eval, selected vendors are again put through competition to be L1. At this point, do buyer know the rates by various buyers? Or the further competition is done to reduce more cost? Or the final of of artical is open to buyer after RA? Please clarify sir. Thank you.

Yes Subsequent to technical evaluation in RA, there is auction. So bidders know each other's rate in RA while participating in RA.

जो items GeM पर उपलब्ध हैं वो तो आपको GeM से ख़रीदनी ही पड़ेगी,,,अगर GeM पर उपलब्ध नहीं हैं तो उस Items का screenshot लेकर (GeM पर items not available) उसको file में लगाकर जो आपका head हैं उसको note daal कर भेज दो कि उक्त items GeM पर उपलब्ध न होने की वजह से GRF 2017 Under Rule Purchase Committe Certificate के आधार पर अगर उस items की value 25,000/- -2.5lakh में बीच में हो तो..अगर items की value 25000/- से कम हैं तो direct भी ले सकते हो और safe side के लिए quotation भी मँगवा सकते हो उसने purchase committee certificate की ज़रूरत नहीं पड़ेगी...

If the amount is above Rs.30,00,000/- on the basis of quality, specification and delivery period mandatorily using online e- bidding or reverse auction....if the items is available..if not available then u will go for e-procurement portal..

Sir..in bid u cannot process with one bid...for bid u have atleast 3 bid..but if u have 2 bid then you will convert your bid into reverse auction...in reverse auction you can process with 1 bid also..
