It depends upon the location, most of the times gates are lifted in such a way that water always flows down stream.

+Chitransh Chatnani Weir is a barrier constructed across the river. This barrier will raise the water level on upstream side. Thus raised water level can be easily diverted or used for irrigation or stored for future use. These are uses of weir. @1946 engineer#

First of all, only dams out of these three are used to store water. Weirs and barrages are diversion structures and do not have reservoirs. Weirs and barrages are constructed only to maintain a constant level of water upstream so as to divert it conveniently. And "Barrage" is pronounced as "Barraaj". Kindly make sure you understand things correctly by cross verifying them from several sources before trying to teach others.

Dam is a water storage resorver. It's height is more than weir and barraige. When water is full, it doesn't overflow. Water pass through spillway Weir is small water storage resorver. Water is not overflow in it. Water passes through gate. Mainly water diverted to irrigation purpose Barrage is small water resorver. It has no gate and spillway. If water goes full then it overflow
