The pressure required for closing the valve is around 4-5 bar is enough..., because the closing of the valve is determined by the surface area on which the pressure is acting . As you know the force=pressure xarea So the force will be higher if the area is big enough. So the designer have taken care of that during the design of exhaust valve. I hope you understand!!!! It's happened with us also , exhaust valve have vanes for rotation after each exhaust, but in our ship we found it was broken and valve was not able to rotate and one point is got all the carbon deposit and wear and that part timely run out

by air spring i think, FIVA close oil outlet, exhaust valve actuator go down (pressure of oil in pipe decrease) and pressure of air more than pressure of oil (so valve is closed by biggest pressure of air).
