The $5k min salary for EP doesn’t apply to Malaysian (or even Indonesian) though. They can be paid around $3k to $4k and still get EP

Interesting choice of topic. I suspect the term "S Pass" came about because when it was first introduced in 2004, the other passes existing then were called P, Q and R passes. These passes which have now been renamed or abolished, but the name for S Pass remained.
