Because those games have way more voice acting, while Cyber Sleuth came out at a time when Bandai had given up on releasing Digimon stuff outside of Japan so it was either no English voice acting or no release at all, and western fans wanted Cyber Sleuth so badly that they didn't care about the lack of Dub.
