I think the reason why Dio's Stand Ability was Time Stop was probably because he had Jonathan Joestar's body, that's probably also why Jotaro has the same Ability, cuz he's a Joestar.

Jotaro mainly won that fight because Dio was so arrogant though. He had gotten so used to seeing himself as a god and effortlessly toying with opponents that he didn’t see anyone as a legitimate threat. In his eyes, only Jonathan had ever measured up to him. He saw Jotaro as an undisciplined, young punk. And Dio toyed with him because of that and didn’t take him seriously. He didn’t even realize that Jotaro had the same Stand ability as him until the fight was already well underway. Ergo, if Dio hadn’t played with his food so much, Jotaro probably would’ve died or at least merely forced Dio to retreat.
