Unfortunately it is often a lack of knowledge by the leaseholders and a lack of transparency and communication from the freeholders.

This phenomenon has been wide spread for years. The central government should curb local councils from abusing leaseholders in this way. It's absolutely scandalous !

She should of had the right o get the work done independently were possible and a right to get a cheaper quote. And an option for a payment plan.

In my experience, Council or otherwise, leased properties are frustrating to say the least. One safer policy is to buy newly purpose built with 10 years builders warranty. Then check the managing agents reputation.
