What happens if you spend too much time in a PhD program ? Do you typically get 5-7 years max to finish it and if you don’t will you get kicked out or start to pay out of pocket? Sometimes research fails and it can be devastating

Usually (if a program is funded) PhD students are offered a certain number of years of funding, and then whether there is typically funding for more years than that will vary by program. But as for being kicked out, usually there is a requirement for remaining in "good standing" which can mean hitting certain milestones (e.g., passing preliminary exams by a certain time). But all of this will be really different for programs and individual circumstances.

I’m a master student of immunology & writing my proposal right now. I’m not much interested in the subject my prof assigned to me to do research on. Since I’m gonna apply for Ph.D programs in the US, should I choose a specific subject now & in my Ph.D continued that? Or master degree is only for preparing students to do research & work with different techniques rather than specialized in a specific field?

I've seen it both ways! Some people end up doing a similar topic as they did in their masters degree and some don't.

A research proposal for a PhD application is something different, and I'm afraid I don't have any experience with them (they're not typically required for programs in the U.S.) so I don't have any insight there!
