There’s a good justification of why he’s like this. Pretty much all the characters have been through similar shit before, at least with the events of the PSP Duology. So it makes sense that of why Noctis is questioning everything, because he wasn’t there before.

Etro drives caius crazy which causes the events of xiii-2 and the second death of her beloved sister serah, in the first game it's the big boss l'cith or L'cith I can't remember wanting to summon the creator God that causes all those problems, and in the third one she's manipulated by and ends up killing the God who started all this to begin with. Yeah, I didn't expect that to happen! Spiritus looks scary-looking, yet he conducts himself like a gentleman! Materia looks pacifistic, but yet she acts rude! It's the same thing with Aerith and Tifa. I thought Aerith was the girly-girl and Tifa was the tomboy! But it's Aerith who is the outspoken and headstrong one and Tifa is shy and gentle-hearted!

It's better in my opinion that the warriors of Materia fight because the warriors of Spiritus are evil final-boss bastards who want to take over the world -- and they mostly ignore Spiritus himself...whereas the warriors of Spiritus fight because Materia herself is a whiny bitch occupying a throne they each believe they'd be better suited for -- while they underestimate and ignore Materia's warriors, as they always have.

I think that the justification was that she’s very young compared to Cosmos. Cosmos was stated to have once had a very different attitude towards her warriors in the earlier cycles but then came to really care about them over time. It’s possible that her attitude may have once been more like materias. Although judging from one of the reports from 012 her attitude would’ve had to have changed before the 3rd cycle.

There's more story segments to come as new characters are released. There's six more characters guaranteed to come, each with their own chunk of the story. That's why some characters have had very small parts to play, and Golbez is outright missing.

I won't even lie, I hardly doubt someone like kefka would help the champions in stopping destruction unless he was only doing it to steal its power and destroy everything himself. FF6 really drove home the fact that kefka is way too in love with basically destroying everything by any means, so I just find it hard to believe that he'd want to fight to stop it

Probably just poor writing, the plot felt a bit rushed in this game, especially with Kefka who wants to have everything including himself destroyed...but fights a monster whose very intent is to do that.
