That gun is an evoker, a special kind of weapon for persona users to use on themselves. by shooting it into your skull, the imminent threat of death to the persona user’s life, forces their persona to act, healing the bullet wound as it passes through in order to save the life of its host. You use it in order to artificially summon your persona, so you can fight alongside it in battle. If you don’t have persona potential, or lack the resolve to summon at the time you’re using an evoker, it would basically be the same as shooting oneself with a regular gun, killing them instantly. At least, that’s how Evokers were originally supposed to work, i think the finished version that made it into the game mostly just looks like a gun for symbolism. You have to “Face death” in order to gather the resolve to summon your inner persona. But it still only works for people with ‘The Potential’ but i don’t think it actually shoots bullets anymore. It only replicates the pain of a bullet wound in its target without any physical damage
