My mom use to make glue for me, plain flour and water for gluing the picture on scrapbook and that was in the 50s. and it worked

I have made this three different times and have yet to get this to come out right it does not work at all the glue never dries the right way for me. It might work better if we knew exact measurements of what was used. Instead of a handful. If I could get this to work I would love it. But just tossing in this and that is not a good way to make anything. Do not waste your time making this.
