The main problem of the running toilet is the carbonates of water deposit in the flapper gasket, it is straightforward, there is no need to change the flapper, clean the carbonate deposits on the flapper's silicon gasket, and at the edges of the round pipe where this gasket rests. After cleaning the gasket and pipe seating just lubricate it with machine oil so the water carbonates do not stick again.

If the, "flapper" you speak of shows signs of wear, fatigue or corrosion, it MUST be replaced. Machine oil is a petroleum product and may (will) degrade that sealing washer (flapper) whether it is made of a silicone or a rubber compound.

Extracted from my blog post above, the specific paragraphs that may be relevant to your toilet filling issue are pasted below. “ 4) Confirm that the water-level float mechanism is actually and absolutely shutting the water off completely after it has filled the tank to the correct level because, as a cistern overflow safety feature and depending on the configuration of your installation, any excess water created by overfilling the cistern may be automatically re-directed into the toilet bowl. 👉 If the cistern keeps filling, even just slightly, after the water level appears to have reached the correct height then the fault may be a worn sealing washer that's part of the float valve or toilet fill valve assembly; in other words, the mechanism which shuts-off the water supply to the cistern tank has a component in it that's unable to function efficiently (because it's loose, broken or worn-out) and automatically close the supply of water to the cistern when the water level has reached the required height. ”
