when i showed the IR LED of my TV remote to my mobile camera, it is always lighting.The LED is not turning off.Then i removed the button panel and showed to the camera, still the IR LED light is on. The light is turning off only when the battery is removed .What could possibly the reason for this ? (remote is not working)

please help when I complete the circuit and connect it to 9 volt battery, the led keeps blinking. and when I give signals from remote it blinks on different pace. I wanna stop the light when there is no ir light. do I need a resistor or what?

Circuit is good, can we use any other sensor than TSOP 1738 which is freely available in market. Regards.
