The more you use the better. It just reacts with the tannins in the wood, can't really go wrong from to much. A good method is to just grab any old bolts or screws, grinder dust, filings whatever there is around the shop, as you create it, and pour it into the vinegar jug. That way you won't waste money on steel wool (in the sense of just desolving it), and you can have a solution ready to go. You can also introduce more tannins into wood, by applying tea to it, letting it dry, then applying the vinegar-iron solution. This will make it darker, or allow low tannin content wood to be darker. I would personally filter through something like a coffee filter to remove all the small chunks/splinters of steel. I just don't like them on the finished product.
