The Government needs to Help people earn more with better infrastructures and improved education. So the government needs to invest in people along with good maintenance of public transport and services first. Money can come from government bonds besides local taxes and FDI.

Actually 7% is referring to Total Income Tax Payers / Total Population. 9.8% is Total Income Tax Payers / Total Work force.

In Hong Kong, only 10 pct of its workers pay tax, called salary tax. Individuals only pay salary tax. And companies pay corporate tax. No capital nor interest taxes. So, literally, nearly everyone payes little to no tax. The government gets its revenue, from basically land premium. Land is leased from government on a leasehold rather than freehold basis. So, in a sense land premium from leases is a form of recurrent income to the government. Even if an individual has to pay salary tax, the cap is 15 pct only. Hong Kong only practices territorial concept of taxation. I am a retiree, a naturalized Singaporean from Hong Kong. I also take up residence in JB. There is no morality associated with tax payments. You pay because the law says so. The tax bill is in no way an indicator of loyalty. BTW, Hong Kong basically no indirect taxes, eg GST etc.

Hong Kong is implementing low tax rate policy due to HK free port background. Gov revenue always came from somewhere, HK is land, Malaysia is oil&gas, Singapore is Sovereign wealth fund etc. However, paying taxes is a way to contribute the development of a nation if your country is not really in a good shape and many people refuse to pay taxes because they don’t really understand how the tax system works.

@@DJYinxHiLighter Ine pays less tax when one understands the tax laws. Ordinary people have no clue to avoid tax. Rich men engage tax professionals to plan their taxes, to avoid tax. I am not saying that rich men evade tax. Thus, rich men pay less taxes as allowed by the laws. I am an expert of international tax planning.
