If he's extroverted then all you gotta do is say "good morning/afternoon/evening". That will at least let him know you're 'friendly' to talk to. If you ain't talking or even 'locking' yourself making it harder to say something, then you will probably never seen him interacting with you. But also remember that on both sides, when you do actually likes someone (100% likes) you won't mind the boundaries around you (he may never talked to you, but he will at least 'glaze' into you or smile). Also, sometimes people are just 'mindless', just living their lives trying not to get in trouble, etc. (Some people just want to live peacefully)

I'm the kinda 'long-term' type of guy so, even if someone likes me or I may feel interested; If I don't see a 'long-term' future with the person, then I don't even bother talk or interact (even though I don't have a problem talking/interacting with the crush). I don't bother myself overthinking (I'm not going to invest, so why waste cells on this 'problem'?) or even minding to 'bother' to ask if the girl is up to something (she may want, maybe push me or touches me , talk to me... etc. If I'm not into it then I won't even bother myself to ask them or 'pay' it back -- I'm not gonna play basically, if I don't see a future on the 'game', then I quit the play entirely). Confident guys are just humans that are fearless about 'interacting' with the real world. It doesn't mean we don't care or that we don't feel the fear of something, it's just that, if you ain't going to try... why are you still alive anyways? This is the kind of thinking you may see on this type.

Anyways... Literally all you gotta do is move on. This is the type of attitude you must have if you want to be 'confident'. Life ain't easy right? Why bother with small problems?!? Your life matters the most, fix yours, take care of yourself and then things may click. Why bother? (Mom hates you... why bother? Girls don't like you... why bother? The economy is bad... why bother? -- You're always up to challenges and up to fight, if you worry about small things you ain't gonna be confident to push on 'big' things you will face later on).
