I asked my buddy, who is the swat team armorer at the county I'm in.. he said the ONLY difference is LEO ammunition usually comes in 50 round boxes and it's marked that way to indicate tax exemption

Couple notes here, my department actually issues the HST in 45. 1)The “Law Enforcement” packaging is just because it’s the 50 round bulk boxes. 2) The difference with the sealant is because the “law enforcement” box you have is actually an older run. The box gives it away and federal has just gone to a different sealant which has that blue color in the newer stuff. The older stuff was sealed as well it was just clear.

i noticed that with my carry ammo, mter. i have .40 hst and one lot of it is sealed with brown and the other is blue green. i also have .380 hydra which is sealed in a pinkish red, .380 hst sealed in the same blue green as the .40 and 9mm hst sealed in straight blue. i have no clue why other than what you'd said about its date.

Do LEO’s get the “good stuff”? I can only say this from experience. My brother who was an MP in the Army then spent 20 years as a deputy for our county’s sheriff’s Dept. use to carry different ammo for his off duty personal carry gun. I asked him once why he did that.He told me what the county issued was okay, but his choice for personal carry was much better in his opinion. He told me the issue ammo was chosen because it’s what they got for the cheapest bid. 🤷🏼♂️ I don’t know what he was issued, but I know he carried Federal Hydra Shok for his personal tool.

It always comes down to cost. Nypd uses gold dot, but they can buy extreme volume. Gold dot is an incredible round. HST + P in 40 and 9 is used by other depts near NYPD. Honestly I feel like the re- branding for LEO HST, was a way for them to sell same stuff? Then + P came out and was a game changer in every cal. So imo LEO would be same as HST and the + P was just the hotter round that came out later.

Glock owes much of its worlwide popularity to the fact that they have given sweetheart deals to law enforcement agencies all over. Then they could use the fact that X amount of law enforcement agencies trust their hardware as a selling point to civilians to follow suit. But large organizations like militaries and law enforcement agencies have to juggle a lot of different criteria and parameters when selecting gear. Objective performance is only part of the equation for them. They also have to multiple costs for anywhere from dozens to tens of thousands of people. Beancounters inevitably compromise the purists' quest for the best ballistic performance. But we don't have to be burdened by those concerns. We don't need to buy and warehouse for thousands of troops or agents. We only have to provide for ourselves and our families. So we owe it to ourselves to figure out the very best gear for our budgets and smaller economies of scale. That means we can probably splurge for Underwoods and Federal Premium HSTs or what-not.

That LEO 45 HST is legit. For such low velocity it penetrated really deep and expanded to basically 70 caliber. For LE purposes that's exactly what you would want. A hard barrier comparison between these two might be a good test.

Also, handgun ammunition has such comparably low energy that this kinetic energy dump you're refering to makes no difference and is not an element that can be reliably depended upon. Rifles and shotguns are a different story when it comes to energy.

During my LEO career, I don’t ever remember any ammo being designated LE ammo. We used Federal +P and were always pleased with its performance. From what I’ve watched and read, LEO ammo is supposed to meet some barrier penetration protocol and still expand reliably. It’s was explained in a video of Hornady critical duty vs. critical defense. Like how federal punch is cheaper than HST. The punch(center fire) doesn’t meet that protocol so it’s cheaper.

I have some of the Police Tactical Bonded in .40 & they have blue primer sealant. I believe the ones you have are also sealed, but with clear sealant.

Years ago I came across a 9mm+P+ round and watch the demonstrations of it. It blew away all FBI protocols and to this day, nothing has even come close. I taked to the manufacturer and distributor about them, and ended up buying a case. They were only made for Military, Police, FBI, and Secret Service, but still sold some until the got in trouble doing so. There were about 15 videos about this round, but now only one short one left here on YT. Last year they came out with a 5.56 for the same agencies, and it was crazy, people started buying them up until they ran out of inventory. Again, they were told not to sell to the public anymore. So yes, there are still rounds made for certain agencies that we can't buy, but they are VERY powerful and devestating. Until then, what you have shown in previous tests are what we have to choose from.

I'm about to stir up the pot, So it has been shown that rifle round velocity of 2000 plus feet per Creates shock wave and tearing effect, So therefore most pistol rounds under that velocity are not As effective and the differences between calibers and velocities under that are all negligible Therefore the best way to stop an attacker is a center mass shot,, for the spine, therefore a larger caliber and more expansion for less misfactors or higher hit factor And heavier weight to penetrate the bone would be preferable. aka 45 acp or even 50gi lol...

Wow amazing test. Seems like those LEO rounds are designed for barrier penetration while still retaining a good expanding projectile. Norm HST with 12inches of penetration and fantastic expanded bullet seemed to deliver more energy because it stopped sooner with more expansion. HST is some good stuff Thank you Tools

I appreciate your efforts on the test. The "law enforcement" label on those retail packages is a marketing tactic to entice average people into buying them through the power of suggestion that they will be getting some added benefit. Just like adding the word "antibacterial" to soap, which is already antibacterial by design. That's what qualifies it as soap in the first place.

🇦🇺😎👍Down here the cops don’t get discounts on ammunition due to them knowing very little about them. I’ve watched them trying to re-qualify on the pistol range with very poor results. I was in a police station a few years ago and while the staff were discovering a serial number they were pointing the gun at the receptionists head. Unbelievable.. They never even cleared the weapon before the inspection either….Down here they mainly enforce the rules for the Corporation called The Australian government ( its just a big business that’s run from overseas )…. Nice projectile expansion 👍

Duty weapons usually are full size or longer barrel however you wanna look at it. Giving more velocity than 800 fps from a compact. Standard ammo has to cover more bases as in short to long or compact to full size. Most concealed carry are shorter barrel compact or subcompact. Gold Dot did seal the bullet and primer, plus date stamp the head for their LEO ammo. I still have a partial box of LEO 9MM 124gr. Standard pressure. How I know they also sealed the bullet I pulled one. There is or used to be a black tar looking substance around the projectile and a ring at the bottom of where the base of the projectile had been seated. Also the box of Gold Dot LEO rounds all have brass colored primers, (Winchester? Harder primer?) In nickel cases. Not sure how many I have in the box as I stated earlier but if you are interested and want to test a couple and pull one, let me know how or where to send you a few.

The +p round looks like it's close to max expansion if it had more fps it should start going deeper I think its used all it had expanding, The round just looks amazing would love to see this in a 460smc or especially the 460 rowland, I think it could handle another 400 to 500fps

The LE ammo is probably using a different alloy composition to retard expansion. This will increase penetration which is desirable for LE. Interesting that the LE .45 ACP and 9mm HST you tested before expand to the same diameter somewhat negating the caliber difference.

I have resolve saying this because I can't remember where I read it, but if I do remember correctly the +p version needs 800fps or more to expand and the leo version construction needs little more as the construction is slightly different in design to go through barriers. I wish I could remember where/who but makes sense to me

i have always believed LE receives the ammo that is hotter and charged more consistently, among other things. i once picked up some ranger t-series .380 that was advertised as trade in or contract overrun and it was horrible. out of three boxes i had to throw away around 20 or so for being out of spec or whatever. bullets seated crooked. seated too far into the case. not seated far enough. it was a mess. i still have that ammo but i will not carry it. conversation piece type item. lol! i was disappointed.

Very interesting again! However, my chosen platform is the .40S&W in 180gr. It would be interesting as I purchased the Standard Load Federal Hydra SHOK at 180gr with sealed primers, but would like to see a comparison between them and the same weight and load HST in a 4in. barrel! There could be the difference that one may choose one over the other and their application in a side by side comparison? SOFT barriers (clothing) effects any HP, and any HARDENED barrier it’s the weight of the projectile and the foot-pounds presented that matters to me. Again, very well presented video, THANKS AGAIN.f

Some LEO ammo has low flash powder but mostly it what the lowest bid is. The Black Talon Ammo we were issued had brass cases not nickel like the ones sold to the public.

Generally LEO stuff is made to run in full size guns. With .45 there may have been a difference if ran in a 5" gun. Many times civilian stuff is made for shorter carry type weapons.

I don't have any HSTs in 45. I did buy 1 box of Federal Punch either 210 or 220gr in 45 though. Thought those would be good in the 4.25" 1911 Commander. I seem to recall Tools might have a video on these which inspired me to get them. Now I have to find these HSTs.

That small of a velocity difference doesn't seem enough to be the reason for the difference in expansion. That might say +p, but 10fps more? I wonder if the law enforcement hollow points are made to not expand as much so they do better at barrier penetration. I remember reading somewhere that when law enforcement are procuring guns and ammo, penetrating car bodies is high on their priority list, or at least it was at one time. That being said, from a business standpoint, it makes more sense that the only difference should be in the 50rnd packaging.

The Leo boxes are sealed it’s a clear sealant they now use blue even on the newer Leo boxes

Pretty sure it’s the same ammo. I would guess the 50 round LE boxes are overrun that isn’t bought up by police departments and then is sold to the public. It also makes sense for departments to buy the 50 round boxes since they shoot a lot more of it than civilians.

The only difference I can see is the LEO rounds come in a box of 50 for near the same price as the other rounds that come 20 or 25 rounds in a box. Yet the more rounds I can get for near the same price as the non LEO rounds is why I would go with the LEO rounds. Not because they may or may not be better than the non LEO rounds...

i noticed that as well on my .40 hst. i have two lots of it. one has both the primer and bullet sealed. the other has only the primer sealed. i have no idea why.

The le lead has a darker appearance do you think its a harder cast lead or is it the camera
