@@FuelPoverty - Prick. The BBC has ordered an investigation into how an outsourcing firm collects the TV licence amid claims that it runs an aggressive incentive scheme to maximise collection of fees from non-payers. Under a bonus scheme alleged by the Daily Mail, Capita’s enforcement officers are told to catch more than 28 licence fee evaders each week, as part of the company’s £58m contract to collect the charge. Staff targeted vulnerable people, including this month a war veteran with dementia and a young mother in a women’s refuge, the Mail reported. Capita was said to have told an undercover reporter, who posed as an applicant for an enforcement job, that the company was “greedy” for as much cash as possible. Area TV licensing manager Ian Doyle was filmed saying: “We are looking to get 28 licence sales per week from each officer. As soon as you hit that magic 28 there’s a bonus ... Basically you’ve got to get 28 conviction statements before you can start hitting extra money.” He joked that the job involved “attacking poor unsuspecting victims”. The BBC told Capita to investigate the claims and “ensure swift and appropriate action” was taken. It confirmed that Capita operated an incentive scheme for enforcement officers, but insisted that this should only apply to licence fee sales and not prosecution statements as the undercover footage suggested. A letter to Capita from the director general of the BBC, Tony Hall, demanded reassurances that the practices revealed by the investigation were not standard, and the collection teams were not targeting vulnerable people. In the letter, released by the BBC, he wrote: “Public trust is the cornerstone of the licence fee system. It is clear that, in this instance, Capita has fallen short of the standards the BBC has a right to expect on behalf of the British public.” A BBC spokesman said: “We are very disappointed by the conduct of Capita’s interviewing managers in this particular case, which is not in line with the high standards we expect and does not reflect the policies in place.” It added: “We have asked Capita to investigate urgently and ensure swift and appropriate action is taken. We expect inquiry officers to behave in a courteous, professional manner and abide by a published code of conduct.” A spokeswoman for Capita said: “Inquiry officers are expected to act in a professional manner, abide by strict rules of conduct and adhere to the Pace [Police and Criminal Evidence Act 1984] code of practice and we strongly refute any allegation that inquiry officers are instructed to act outside of these requirements.”

As much as you want to give these goons a mouthful when they call, they are NOT BBC employees (even though Capita are contracted by the BBC), and all that being abusive will do, is to ensure another visit. As CJC says, just say "no thanks" and shut the door. Don't go off about how unpatriotic the BBC is,or how many paedos they employed, just treat them as you would anyone selling stuff door-to-door. "No thanks, goodbye." And if you are watching live TV without a licence, mute the TV or switch it off or pause it before answering the door at ANY time. If they can see or hear the TV, that MIGHT be grounds for further action. And do not under any circumstances let them in! "I just need to check your equipment". Apart from "oo-er missus",they do not NEED to do anything of the sort. They want to, but have no power to do so and don't let them in. If they were selling encyclopedias (showing my age now!), you wouldn't let them in to prove you have a set of encylopedias! You do not have to prove anything to these goons.

It's not rocket science. If you get a knock open your door ask who they are DON'T IDENTIFY YOURSELF TO THEM. if they refuse to identify themselves shut the door. If they do identify themselves shut the door DO NOT TALK TO THEM. The reason I say open the door is because I won't live in fear of opening my own door. If you really are scared of opening the door to them don't open the door either ask who they are through the letter box or through a window. But don't talk anymore. They are not your friends.

I thought they had a duty to reply with information requested under the freedom to information request for this type of information. Not just a can not be arsed and it will cost £450 to do a 3 minute search on a database (including typing the letter).
@Thurgosh_OG Жыл бұрын
No. The FOI process does allow departments and companies etc. to not have to provide FOI information, if the cost of doing so is excessive. The £450 limit seen, in this video, used to be £600 or similar some years back, so has been there for a long time. However, the police data systems in those Police Forces using the cost as a way to not reply would indicate that they have really bad data systems (or are just dodging the FOIs) and need modernising.

Hi Jon and Licence free gang....I need your advice. Cancelled my DD a few months ago, got a refund which I never cashed, got the threatening letters all binned. No letter saying..WE ARE CALLING ON SUCH A DATE. Knock on the door just now, and I happened to be in the garden. Looked through the side gate and a man the size of André the giant was on my doorstep. I marched round to the front door and a rolled up notice had been posted saying an enforcement officer had called, and basically wouldn't stop investigating me, till I contacted them. No name, hand written address no number just the street. They did not warn me they were coming. IS THIS PAR FOR THE COURSE. Must admit it did take me back, as had he been a smaller man I would have opened the side gate. What happens next. Note binned!!
@Thurgosh_OG Жыл бұрын
While they like to advertise their visits in the harassment letters, they do have a habit of saying 'we can visit you at any time, on any day', so you were probably unlucky to get an unannounced visit. Your rights remain and you don't need to open your door to any unexpected person knocking. Should it happen again while you are at home, do not open the door, just ask who they are and as soon as they say TVL, say you are not interested. If they insist on you opening the door, tell them you are phoning the police because you don't feel safe and then do that. Also video it all, if you can.

I wonder if it is handled differently in wales and scotland, as bbc wales/scotland are separate entities?🤔
@BedsitBob Жыл бұрын
There are no Search Warrants in Scotland.
@Thurgosh_OG Жыл бұрын
@@BedsitBob In Scotland, you need to present actual evidence, in person, to a court official, like the Sheriff's Clerk or similar to get a warrant and as @BedsitBob correctly says, there are no warrant issued in Scotland. England and Wales are covered by the same legal processes (different to Scotland's), so all Crapita goons do is submit a form electronically to a central processing court, with their 'evidence' as 'The occupier said they watched blah blah.' They may in fact have spoken to a child, a visitor, a person standing at the front door (like a neighbour) and may not have spoken to the occupier at all but their log will be written as if they have and that seems to be enough evidence for court staff in E&W to approve a warrant, which is emailed back to the goon's office. Some Scottish Laws are just better than the English/Welsh equivalents.
@shropshirelassuk7062 Жыл бұрын
Just thinking out loud... Scenario: On a previous visit something 'kicked off'. Now, a return visit is planned (not with a warrant) just another attempt to sell a TV licence. What justification would there be for police to even agree to attend 'to prevent a breach of the peace'? As the unsolicited presence of the TV licence salesman at someone's door had PREVIOUSLY resulted in strong words then, surely, THEIR proposed return to that address would be considered to be a deliberate antagonistic act and the police should tell them not to visit that address as they are clearly not welcome there. Furthermore, they should be told that any subsequent unsolicited visit (absent a warrant) would actually be deemed to be the 'behaviour likely to cause a breach of the peace' and that they could face charges.

I am not familiar with the Metropolitan Police Computer System, but I do know they still use Windows, and you don't need the full word to get the required result! So, Lancashire Police gave you the answer - THERE WERE ZERO! They di NOT attend any TV License Vists! As for Norfolk and Leicester Police saying it would cost £450 to get the data... Yeah, I live in Leicester... That does not surprise me! As much as I do have respect for our Police, after al they did for my sister- I know how our Local Council screws them over... and many of our officers have just gave up and now behave like ****... No because you can use a VP, even via a console, so an IP is not (spy agencies aside) a means to locating someone. Also you need to be a member to use iplayer and can use false details for that too. How would they connect that to an individual?
