Jokes aside, Tau have been suggested to be mammals, so their females having breasts would be plausible from an evolutionary standpoint alone. However, it is unlinely that the Fire Caste has them, as Tau practice eugenics and strive for efficiency. So both genders having very similar physical shapes would make the production of equipment and medical treatment easier. Same with the Air Caste. Since these castes still reproduce, their equivalent of mammaries likely swell during pregnancy (similar to humans), making them visible, only to shrink back once everything is done, or their children are given away to be raised communally, making breasts useless.Water and Earth Castes, the closest thing the Tau have to proper civilians, are likely left alone as long as it doesn't impair their work. Water Caste females that deal with humans on a regular basis are likely encouraged to leave them natural, to give them an air of familiarity (human-like features = easier to gain trust), paired with their very expressive faces and tendency to emulate the clothing style of cultures they visit. My two cents and a bucket of overthinking.

Is it truly Heresy if this knowledge is purely academical and benefits the Imperium as a whole? (Jokes aside) To be fair, there is very little actual information even regarding the basic biology of Tau in lore, let alone how they actually reproduce... which I do find somewhat strange. They've detailed the reproductive cycles of Orks, Eldar and even Kroot. But for whatever reason, GW has yet to detail how the race reproduces, let alone what type of species they are. For example, the Eldar are described as being similar enough to humans that the action of mating is possible, but due to a difference in some biological aspects, natural impregnation is not. Yet, no such information about the Tau exists. I wonder if this was a deliberate joke made by GW, meant to troll the fans.
