Can I pay in cash for the rental? That way I don't run the risk of extra charge after the rental...besides I don't pay extra fees for international purchanges since I'm from another country.

They will require a credit card to be used to secure any 'extras' later. When the car is returned you can pay however you like- and then they would release the charges on the card. If this is really important to your travel budget you can call them in advance and ask directly.
