Honestly the only paper I have found to not flake when using acrylic markers is canvas paper. It's a bit more expensive in comparison to other types of paper but it's definitely worth it when using paint markers. You can work it as hard as you want and it wont flake. The next best one I found is high end Stonehenge hotpress watercolor paper from Legion. It's a smooth, 100% cotton, heavy weight paper that flakes a lot less.
