Because if I remember right Tango wasn't actually removed from the whitelist, and is currently on the whitelist. So he was first added, even if removed and added again. While Duke da dog was removed and isn't currently on the whitelist.

About the question " Who was the last person to be added mid-season". Wasnt there a person, that was added mid-season 6 for one day or so? I remember Mumbo doing this "walk the dog" thing in memorial of a visitor. Since the question didnt ask for the last hermit to be added, but only for the last person, that should technically count, right?
