How about Josie Maran spf she has 2 different spf now. One with tint the other has no tint.

I haven’t tried hers but I have enjoyed a few of her products in the past. I tend to forget about the brand so thank you for putting hers on my radar

Do I need face primer and do I need eye primer?

I ALWAYS use an eyelid primer - full stop - makes my eye makeup last and not fade. I have not found the same to be true with all skin primers. Sometimes it’s an unnecessary step IMO.
