He can. The more appropriate question would be "Can Captain Marvel kill Doom?" And that answer is, if written properly, not a snowballs chance in hell. He basically surpassed Omega level powers and damn near omnipotent. Doom is the next big bad for the next 3 phases, along with Kang, and likely other cosmic beings like Galactus, Silver Surfer, Mephisto, Dormammu etc. I can't wait to see MCU Ghost Rider and Silver Surfer, but Doom is my favorite and to not bring him in would be a travesty if they're really gonna do the Secret Wars saga because he was the main villain. I hear he may show up in the next Black Panther and Ant Man 3

Plus his accent could help differentiate himself from Scarlet Witch’s Sokovian accent.

I wish Julian McMahon’s Doctor Doom in these Fantastic Four movies was a lot more faithful to the comics where he’s supposed to be a Tyrannical Dictator of Latveria and not a wealthy billionaire, plus have him get his powers from his mother’s trove of mystic artefacts and his face scared from a botched experiment rather than getting his powers from the cosmic rays like the Fantastic Four did.
