This makes sense when you think about it. The Spy is Scrooge, who in the beginning was overworking the engineer. He ignored & stole from beggars & drunkards. The soldier face on the door was supposed to be Jacob Marley from the original novel. & the rest of the video was him encountering the Ghosts of Christmas Past, Present & Future, & the visions that accompanied them. At the end he has obviously learned from his lesson as he gives the money back to Heavy, gives the drunk Demoman a crate of beer & offers his overworked employee (the Engineer) a loaf of bread, just like the original.
