They are not accepting such certificates. The certificate should be issued before cut off date.

No, to the best of my knowledge. But if u have applied for the certificate before cut off date but the authorities issued it after cut off date then they are accepting the certificates.

For minimum how many years and months should we known to a gazetted officer as mentioned in identity certificate? And , Can attestation be done a month before ? since for tgt natural sci male dv date has not been declared yet. But forms should be completely filled n ready beforehand as already done by most of us.

Time doesn't matter that much, what matters is he/she should be a gazetted officer. Don't get it attested this early, first let the DV date get declared. You can get other documents ready beforehand.
