Any cement will harden under water. Water does not stop the chemical reaction of cement hardening!

This shouldn’t be a surprise to people but they don’t teach history well. The Romans poured fricken docks out of concrete directly into the sea. It sets in the sea!

There is a product that dissolves concrete. It is made by Quickrete. It works well as a matter of fact.

There are products that clean off concrete on cement tools, and overspill on finished surfaces. No one should think it’s okay to let concrete enter and harden inside their pipes. Pouring a chemical dissolver down your drain will not cure a hardened concrete stoppage inside your pipes.
