Does God speak outside of Scripture? Yes. To the one who is attentive in Christ, the Lord Himself can speak anything He so desires, through any means necessary in which He so chooses. He is sovereign. In example, the Lord spoke to me to go and minister to a friend in ministry who at the time lived in Illinois- I was in Louisiana. He instructed me through the Spirit to go to the airport, and He had a stranger who did not know me waiting with a ticket.(short version of this testimony, but simply beautiful). I agree that we should go to the Scripture. A person cannot even know the Lord well without knowing the Word of God, as it is recorded. Jesus said in John 10:27, My sheep hear my voice, and I know them, and they follow me. Those who walk in the Spirit, are led by the Spirit. God uses Logos(the pages of Scripture we read) and communicates to us through Rhema(the spoken Word by His Spirit). If we are not hearing His voice, are we His? Or could it be, that He is speaking…and we are not listening? The Lord has much to say, and will reveal Himself as He sees fit- whether through the lips of a donkey, a homeless person, an eagle in the sky, a fallen preacher, a storm, circumstance or tragedy, a follower of Christ, just to name a few. May all who are hungry be attentive. The voice of the Lord can be heard today.

There are many voices in this world. The Lord does not instruct a man as he gambles for gain. If you are feeling the need to gamble, it is not God leading you there- but rather lust for riches that is in your heart. And that, because money has become your God, and not the Lord. Repent. Turn from this destructive behavior. Seek the Lord through His Holy Word, the Scriptures. Any destructive behavior(things that are meant for man’s ruin) can lead to addiction, and does. Do not be deceived. You cannot serve God and money(ref. Luke 16:13).

Christians are led by the Spirit (Romans 8:14) to understand, apply, and obey God's Word (cf. Matthew 28:19-20). It does not add to or change what is already revealed in Scripture. Scripture reveals how God has chosen to speak. Hebrews 1:1-2 teaches that God has spoken definitively through His Son, and now we have the complete and sufficient revelation in Scripture (2 Timothy 3:16-17). The Holy Spirit leads believers, but He does not provide new revelation outside of the Bible. John 10:27 refers to Christ's sheep recognizing His voice through the gospel, not new extra-biblical messages. To claim God speaks outside Scripture risks undermining its sufficiency and authority.

BTW, although Christians are led by the Spirit, not all who think that God speaks to them are led by the Spirit.

He also pours out dreams and visions. I have had two open visions myself and have heard Him speak out loud twice on two separate occasions.

He reminded them of scriptures,I don't think God spoke to anyone through scripture. Jesus came and died to bring us back into a relationship with The Father. Jesus said I will send another and He will lead you into The Truth. God speaks to us through The Holy Spirit.
