In America, a prosecutor from Texas cannot tell police who commit police brutality in New York what to do... because it's not their jurisdiction. This is not a concept that is hard to grasp.

How can the court force states? The court necessitates cooperation from both the Assembly of States Parties and the United Nations Security Council for its effectiveness. Without such support, the ASP's and the UNSC have failed the victims of these unspeakable atrocities, not the ICC. Not only this, as the prosecutor describes to the interviewer, it is a court of last resort! Where is the international condemnation of these national courts? or national leadership? His point of the court as being one that is no longer fit for its purpose might have weight, however, what is the alternative? No court? No international pressure on the impunity of leaders? It feels unfair and dishonest to blame the ICC for the failure to fight with its hands tied firmly behind its back by the ASP and UNSC.

Another interesting interview from DW... Would be interesting to see if states in Africa leave the Rome Statute. Even from outsiders view ICC has yet to prosecute a non African state you can see why people think the court is Bias.
