You can only use Kid effect with a Rested char.. hawkins needs to be 1 turn on the field. you cant play him and use leader ability

I don’t believe so, required effect are always bolded, like how Luccis leader effect can mil even if they don’t minus cost.

This is not correct. The card text doesn't specify the selected character needs to be rested. The only restrictions are it needs to be 3 to 8 cost and with the Supernova type.

@@MabiTCG OP is wrong, everyone after is correct. The character does not have to be rested. You can target a character that is not rested as text specifies "set up to one" meaning you can choose an active character since the text is not bold and use it on Hawkins the same turn you play him.
