I used to do a lot of OBD1 troubleshooting on GM cars.. You don't need a scan tool. All you need to do to read the codes is use a paper clip. Turn the key to on not running, and make sure the service engine light is on steady. Then short pin A to B on the diagnostic port and read the codes from the light just like you did. (I already had a list of OBD1 codes to troubleshoot with). Now days all you need to do is to google the codes you have to troubleshoot.

Why do you need a code reader for OBD`1? I could always get the code blinking lights by turning the key on and off three times and then you get the codes. Unless this was unique to the Dodge Dakota, which I doubt. You would just need a list of codes. On the Dodge it was 55 codes, I believe.
