Iran leaders openly declared about their goal to eliminate Israel. Since at some point they are going to have nuclear capabilities, and can, if they want, surprise Israel with a nuclear attack, Israel must make sure that in that case, no matter how successful is the attack, it will also mean a distraction of Iran. In other words, these submarines are hopefully never going to be used in a war scenario. Israel is probably the only country in the world which is threatened openly to be eliminated by a very unstable regime (Iran), and therefore has no other choice.
