They spent endless chapters alluding the Hunter Cha Hae-ins exceptional power and how she's stronger than the rest, but we have seen her in full combat three times in the entire series. Once against the Queen, and then the rematch with Beru and then against the Architect. Beyond that we barely have any true way to see why everyone has called her as strong as she is.

I'd go with chairman Gun Ho too, yes Reed got a terrible match up, but if I remember correctly the chairman was a vessel for the brightest fragment of light which implies he's the vessel of the current strongest ruler so if his body could handle it (his prime) he should be able to body any other hunter that's not Jin Woo.
