Sung Il-Hwan certainly cannot defeat any monarch. As he explained in the novel, he was just a vessel for the rulers, and a vessel is always weaker than the original. And rulers have a power that is very similar in strength to monarchs. The only thing that can be said about him is that he is much stronger than the national level hunters, but he has no chance against the monarchs, especially since he could only fend off their attacks for a short time before his body was destroyed.

In the novel, Sung Jin-Woo directly said that Choi Jong-In is the weakest S-rank hunter in Korea. Stating that his title only comes from being the leader of the most powerful guild in Korea. It was when he was clearing the dungeon with Esil that she asked him if all humans were as strong as him. He also said that at this moment Cha Hae-In and Go Gun-Hee are still stronger than him, and Cha Hae-In is several times stronger than Choi Jong-In. That’s just not true? There are multiple s ranks in Korea other than cha and go. Baek, the coach, one which retired, and the archer was also a S rank if I’m not mistaken. Choi and baek are constantly compared to eachother was rivals or equals. However it’s implied that at the time of the highest A rank gate sung Jin woo was stronger than Choi in terms of numbers and overwhelming strength but not in terms of potency. Choi likely has the greatest attack potency of the Korean S ranks. It would go 1. Chairman (he’s the most brilliant fragment and has telekinesis he’s portrayed as national level without his age restricting him) 2. Cha/the one who went to the us (I’m not good with names) 3. Choi 4. Baek only slightly behind Choi 5. The coach since he seems to fight more on front lines than the archer 6. The archer 7. And the retired hunter

Ive read both officially... not every english translator is the same... if you read the novel as you acclaim to highly you'd also know when comparing cha to the other S ranks in japan he as well as baek hes torn between who he believes is stronger and questions hunters power relative to eachother several times meaning his ability to due so is not entirely accurate else he'd know immediately. You also know he hadnt even SEEN all of the hunters of korea at that point so that STILL doesnt tie in you should re evaluate your own knowledge before questioning someone elses whos read the entire novel 3 times and manwha 5

in my opinion beru or igris is definitely above any national hunters because as you know thomas andre after using rainforcement or spiritual body manifestation was beating rakan at base but when he start to transform thomas got beaten pretty quickly now we have igris after his true power was unsealed was literally keeping up and even chasing down the frost monarch in his TRUE FORM and even the frost monarch considered it as annoying and even acknowledge igris as the righthandman of the shadow army. we can say that the frost monarch is probably equal to the beast since he also pretty much last againts sung jin woo after the beast monarch got killed in 4 hits so yeah igris and beru are above the national level hunters tbh tusk is even above the national level hunters since his flame was stronger than a dragon who's on the same level as kamish and this is true since even thomas himself said that just one of the three dragons can threaten humanity

Ashborn is over Antares as he would've tried killing him after the other 2 failed in the past instead of avoiding him.. He also took Transmuter with him once he realised Sung was the new Monarch soo before even knowing he had Ashborns full power as during their fight he then realises he's the real deal and not just a vessel like the rest. Ashborn also never lost or was stated to have ever lost as the Monarchs and flashbacks show him winning he just got bored of them and passed his power on knowing it'll be enough to beat both sides
