The Flat 9 is an essential component of the jazz language for improvising on dominant chords. Jazz saxophone instructor, Randy Hunter, from beginningsax.com explains a common dominant flat 9 passage and how it is used chordal resolutions and in ii-V-I chord progressions.
A perpetual pattern for practicing this passage through the keys around the Circle of Fourths is also explained.
