Crazy rules, I paddle everywhere in NZ without a life Jacket especially surfing and have never had that issue.

The Rotorua Lakes area is stunning and personally I think Tarawera is the best of them. There's great trout fishing on Tarawera. Hadn't occurred to me that rule about life jackets but I knew it applied to boats under 6 metres in the Waikato region. A warning or some education as a first timer would have been reasonable although you may get lucky and the council may send a friendly reminder instead of a fine.

The board is a buoyancy device. Just the rule itself is dumb but you can get out of it that way.
