Jolani wanted to wait for the command from Shaykh Ayman to submit and merge with al Baghdadi or for al Baghdadi to return to Iraq as it was before and leave Syria to al Nusra. There's no doubt that Shamsi, Faris Al Hammadi and there ilk are dangerous in how they suck up to the ruler and labeling others. But this video is a giant strawman of their position. They take Ahmad bin Hanbal (May Allah have mercy on him) as there example of how to deal with the ruler and he went through basically the same thing as Imam Abu Hanifa (Rahimahullah), so they really have no problem with a scholar refusing something from a ruler. They've never called anyone khawarij for rejecting or refusing an offer from a ruler. Their point is that a scholar should never publicly criticise a ruler and should only do it in their direct interaction with the ruler which is what all of the Imams discussed here did. Just had to point that out brother.
